It was reaching for the stars and weeping for the fallen. It was the Cold War and the Long, Hot Summer. It was purple hearts and flaming draft cards, peace marches and race riots. It was muscle cars and flower power. It was altering minds and freeing selves. It was the audacity of youth and the power of change—a clarion call to revolution.

 

It was the 1960s.

 

Against this backdrop, a West Point graduate employed with the City of Portland recognized a need and a new engineering firm took root.
